The pipeline and hazardous materials safety administration (PHMSA)

PHMSA is a U.S. government agency under the Department of Transportation responsible for regulating and ensuring the safe transportation of hazardous materials and energy products. PHMSA sets and enforces safety regulations that pipeline operators must follow to ensure compliance and minimize risk. Their standards guide integrity management, inspections, and incident prevention.

Gas gathering pipeline reporting

New Rules

In November 2021, PHMSA extended federal safety regulations to onshore gas gathering pipelines, requiring operators to report safety incidents and submit annual reports, even for previously unregulated rural gathering lines. The first reports under this rule were due in March 2023. This has several consequences for oil and gas operators.

  • Higher administrative burden for data collection and reporting
  • New mandates for incident tracking and compliance
  • Penalties for missed reporting deadlines

Gas transmission pipeline safety standards

PHMSA has introduced stricter safety requirements for gas transmission pipelines, with the intention of strengthening integrity management and risk-based compliance. This includes updated repair criteria to ensure early issue detection and new standards for cathodic protection and change management. Key impacts on operators include:

  • More frequent inspections and risk assessments
  • Increased documentation
  • Higher operational costs for safety improvements

    LDAR requirements

PHMSA is rolling out more stringent leak detection and repair (LDAR) standards, requiring operators to deploy real-time leak monitoring systems, perform more effective leak repairs, and ensure traceable, verifiable, and complete data collection.

    • Shift to continuous monitoring
    • Comprehensive data collection procedures
    • Investment in leak detection technology
